The first reason is because the fallout radiation would be blown all over Russia by the prevailing winds.
The second is that the plastic drones that aren't detected by radar or anti-missiles systems that Russia makes that cost about $1000 to make are effectively wiping out patriot missile launchers, air bases, command centers and more without doing a lot of other damage.
