It's an interval, i.e. lower & upper boundaries.

e.g.

1.6800-1.7900 2.8%

the probability that either of these levels are hit in approx. the next 48 to 72 hrs is 2.8% as of this moment

It's put in the format of intervals to confuse the enemy. Really all it says is ...

the probability of hitting 16300 is 0%
the probability of hitting 16800 is 2.8%
the probability of hitting 16900 is 46%
the probability of hitting 17200 is 0%

That's one way to look at it.
Another is to relativize risk of fat tails, but yes, the nearest boundaries are of most interest.
