so here is the latest speech from Carney,

  1. Seeing financial risks from rising debt
  2. Doesn’t see immediate risks from household debt
  3. Want to be alert to act on any risks before they happen
  4. Indirect risks such as mortgages are the single biggest risks to the UK economy
  5. “Responsible” cna turn to “recklessness” quickly
  6. FPC is concerned that loosening in mortgage underwriting standards and increase in household debt could pose a major risk
  7. Measures detailed in the report should not constrain housing activity but will bite if there is a sustained momentum in housing market
  8. It is not the FPC’s role to control house prices
  9. The measures will help prevent a slide back into riskier lending and higher debt
  10. Macroprudential tools are new for UK
  11. BOE is striking the right balance for the housing market
  12. Monetary policy does not need to be diverted to address a sector specific risk in the housing market
  13. Actions today won’t affect the central outlook for the economy, are less likely to have implications for monetary policy path which anticipates limited and gradual rate rises​

​as highlighted above there is anything hinting the next rate hike. it's my believe that GBPUSD would have hard time to make new high if there is no clear picture on what's going to happen on the interest rate. What do you think?

Bank of England Governor Mark Carney waded into Britain’s property market today, limiting the number of riskier mortgages to prevent an unsustainable buildup of consumer debt derailing the economic recovery.
The BOE’s unprecedented action was prompted by a booming housing market and an increase in high loan-to-income mortgages, with Carney saying earlier this month that the level of debt put the U.K. in a vulnerable position.
In the first of two recommendations announced today, the BOE’s Financial Policy Committee said lenders must limit the proportion of mortgages at 4.5 times income to no more than 15 percent of their new home loans. It also said banks must decline mortgages to borrowers who fail a new repayment test.
“Without policy action, the risk of excessive household indebtedness is material,” the BOE said in its semi-annual Financial Stability Report. “The policy package is targeted to mitigate this risk in a prudent and proportionate fashion.”
The measures are a test of the BOE’s new macro-prudential tools, which it was granted as part of an overhaul of banking regulation by the U.K. government in 2010. They also mark the biggest recent effort yet by a major central bank to actively tackle the threat of an asset bubble and avoid a repeat of the 2008 financial crisis.

Fundamentally your views are right.

But I dunno what made the market to move up, though it is yet to break the high.
