It is called the Liquidity Effect my friend. It is the work of the dealers and is eloquently articulated by Dagfinn Rime in his working paper 'The Market Microstructure Approach to Foreign Exchange : Looking back & looking forward'. I quote :
"Round 1 : Customers demand liquidity from dealers in response to exogenous shocks to their desired currency holdings (e.g. news release). Dealers willingly provide instantaneous liquidity.
Round 2 : Dealers trade with each other, effectively redistributing aggregate inventory amongst themselves.
Round 3 : Dealers move bid and ask quotes sufficiently that other customers are induced to buy their remaining inventories."
