I believe why he meant was that he can't stop the the floor from being breached on unofficial channels like non connected banks and bucket shops.

0900 GMT [Dow Jones] The Swiss National Bank may be awash with foreign reserves soon, according to the Bank of New York Mellon, which sees a surge in demand for Northern European safe-haven assets in the not-too-distant future. BNY Mellon says that despite extremely strong demand for Swiss assets, CHF has remained above the SNB's artificial EUR/CHF 1.20 floor even without intervention. "So who has been selling the CHF? The most likely answer is the speculative community," says BNY Mellon, noting persistent talk over recent months about a possible rise in the floor to as high as 1.25. The bank says speculative players have accumulated large shorts in CHF as a result, although these positions have been pared since March. The SNB might have to intervene as a result in the near future, BNY Mellon notes, adding the central bank will likely spend its intervention euros on safe-haven assets.
