It's a very, very small probability (but not impossible) to reach those so low levels with actual SNB commitment.

Something is definetely going on in the background.
Too strong CHF is not good for their economy. So they must defend the peg.
But of course at the same time they don't want to spend too much money doing it.
Above that Mr. Jordan may only disguise of being soft handed (The fact is he cannot act/intervene as president because he is not the president just yet).
If they are not doing anything the market will trend towards breaking the peg forever...trying to break it time-by-time...and they will have to spend a lot of money to defend it although stretched...

Yes, it's doing to well having the peg! That's why it will be same probability to go under as raising it. That's why, they will keep the cap.
The most ideal solution for them, it's to keep the pair between 1.205-1.206. in order not to spend huge amount of money to maintain this cap.
If they don't want to be a "safe heaven" and have issue with a strong CHF, they should impose a tax for parking the money in their currency. In that way, the people will not be so attracted to park in CHF ...example is Norway, they have even stronger economy...
