It's simple enough for him to keep his head above the flood waters: Actually ENFORCE the CoC and eliminate repeat offenders. Look how well it works on other threads that have a strict thread starter in charge, and look what happens when no one is in charge (such as Cable Update (GBPUSD) and Trading Made SImple.)
