I didn't think Coreg2004 was being sarcastic. You guys have your own beef, having you both as my buddies won't make me pick sides. I hope you settle your beef in time to come.

Yes, I agree with you that it is always best to wait for the 4-hour candle to close before making entries.
This is a very conservative way to handle low-risk trades.
In this case, coupled with the NFP data release, the formation of price towards the end of the H4 timeframe is crucial to look at.

The price is forming a QM (Quasimodo) setup with price pushing up for a liquidity sweep towards the QM level. It is normal for price action traders (PAT) to go for the high-probability setup even before the candle closes. In this way, PAT always has an edge in getting a better entry price with very low drawdown.
This is a low-risk, high-reward setup. (scalping)

As you know, market makers (MMs) are only interested in getting into liquidity zones, as they need to fill up their order books for their clients.
Thus, they are always looking for opportunities to sell at a premium and buy at a discount.

Therefore, it is not surprising that they will occasionally push the price into liquidity zones by the end of the H4 or H1 period to get a better price for themselves.

I didn't follow up this trades plan, as I need the money to place in other pairs (EUR/USD)
