By thoery yes, but as for CPI data, ig majority of focus is on y/y hence retails money follows the y/y basis unlike gdp which follows q/q. An economist will consider everything about the data, but trader's focus should be on only what the money might follow.

Just my opinion and this varies differently from data to data and economy we are focuing on.
