Let me give you and example of so called manipulation or creating liquidity. So EURAUD. What could possibly happen is most of "retail traders" see QM pattern on 4h. So they start buying it from that area. QM pattern is popular. But if MM's need to push price lower they need buyers on the other side to fill sell orders.
So how I personally see it:

IF
1) a lot of people will start buying and push price higher to the next Supply area/order filling area for bigger bucks to drive price lower. Basic Supply and Demand.
2) lots of buying will take place then bigger pockets will push price down straight because orders are filling.
ELSE
3) QM will work.

This is my personal view of things. I believe in Supply and Demand. I believe that on the bigger picture news/events are the real things that drive price where it should be. Yes, algos are in the market, manipulation is in the market. But you just gotta smarten up to beat them. Information is key. Education is key.
