I believe that you are almost correct. The detail is this is the government so they have no profit position. They do have a vested interest in 'managing public expectations' about how the government is doing, the economy and so on. I think that this guides their numbers. I also believe that the data is probably leaked ahead of time quite often!

I am not experiencing problems with the android app but I am not where you are either. You could try clearing the cache for the app and on the phone. There are slightly different steps on each android phone to do this but once you figure it out it is easy to do in future.

I think it might spike up to 1.1980-1982 to take out the overnight highs and then go down to take out the longer term lows around 1.1915-1925.
