Like anything else in life, depends on whether you are capable predicting a certain subject at your job or interest. Accurate prediction will be based on science or mathematics. Other predictions will be based on experience. Can you please predict 2 +2 for me? If you cannot, you will believe it is not possible extending it to any other person. This can also be due to ignorance.
You are probably refering to guessing. A failed prediction would fall into this category
