Don't think they will say it out, it will appear as weak.
Look at what they do, check the past rate hike trend, was raising 75 each time, then 50 last time, and now just 25.

They are slowing it down and will eventually stop and cut rates, it's a cycle, you can't just hike forever. If hike is bull usd, cut rate will be short usd, let this news today of reducing rates be the signal of incoming weakness of usd, that's why the price of GU flying up right now i think.
