Usually price takes a retrace, before following downward move after This sort of CPI Data.
This CPI Data is Negative with Negative prevailing USD Bias. It means USD is already taken a deeper correction. In this case price reverses up to 50% Fib or even more till Mid Asian session. This is common behavior.

On stocks its a little different.

I think the market is manipulated , but not just by 1 side institutions or governments.
The momentums are fighting all the time for their own profit.
Information, TA and experience for the market are the key to win.

I believe that it is much more probable that institutions which are supposed to be independent actually collaborate to create whale hunts and other anomalies. However I am more of a conspiracy theorist .
