Risk-on and risk-off relate heavily to positive and negative market sentiment. So when economies are roaring and good. That's considered risk-on because the market atmosphere seems safe. So the investor tends to be riskier in a safe environment and vice versa for risk-off. The year 2009-11 was a risk-off definitely.
