I think debt to GDP is way higher than that 130% because current GDP is made up of so much funny money .
Theres defiantly a point of no Japanese return ,you can only service it...the economy flatlines under the debt burden.
I get the infrastructure going through I guess, thats 1.2 trillion & could be covered by tax juggling on the rich .
Last week they started another package at 3.5 trillion .That 3.5 will be printed into existence and never recovered solely on the rich/corp like its being sold.
This is one reason why they can''t admit the inflation they already created .
What happened over time is successive governments (especially US but also all the West) have figured out a way to spend money without consulting the taxpayer.
It was born as QE but is now evolving directly to a plain monetising the debt merrygoround.

lets call it cost $400-500 billion net interest out of 3.5T income (interest rate dependent @all time lows) Thats a lot when the US also spend 1 Trillion over income anyway every year on average over the last 10Y .
1st Q 2019 debt=22T
1st Q 2021 debt=28T
