Actually, Gann said that price tends to move in steps of 45/4=11.25 degrees and then makes a turn. If price does not turn after 11.25 degrees of movement, then expect the turn at 22.5 degrees. And similarly, the next would be at 45 degrees.

Note the importance of 45 degrees on the Square of Nine. For an instrument with price moving with a slope of 45 degrees, when price meets time (i.e. price and time are squared), the price will turn because TIME IS UP.
