If 8% of the days Volume moved together at the same time, yes a group of traders would move the market. Of course, you couldn't get thousands of traders to act at the same time.
The market is just a Auction so once all nearby Buys or Sells are Exhausted - price moves.
Looking at that spike on Friday on EURUSD, it took only about 3% of the daily Volume to turn the market and send it into a Bearish trend.
