The institutions trade the news before it comes out depending on what their forecasts are and what the previous numbers where.
By the time it actually comes out they have completed their trades, that is why there is only a small spike after the release unless there is a major miss on the numbers.

1.1234 needs to break definitively for the SHORTS to get anything... otherwise, it looks like it is going back up.

Maybe the news in 30 minutes will do this? Everyone knows that now that it is summer, it is the time for SHORTS!

As for on the topic: Going long on EUR/USD at least for another 10-20 pips short term (mins-hours).
