Taiwan and Japan's Emergency Stimulus funds were actively buying today so it is quite possible that the U.S. funds from the stimulus package (QE 3) will also buy today which would lead Germany to buy as well. I would not short against the Invisible hand from the Givernment regardless of what the graphs and charts show. This is a screenshot from Asian markets showing current gains from Taiwan and Japan.

yesterday VIX:
Open: 23.6
Close: 24.15
....with the exception of the high of 28 made a few days ago, this is the highest level of the year....

The "actual" VIX is based on the S&P Options contracts traded on the CBOC....however, there is a synthetic VIX indicator in MT4 and this is what its showing on the DAX....

Larry Conners in his Street Smarts book with Linda Raschke comments that once the VIX turns it will normally trend right back to its other extreme....
