If the Greek parliament approves this, esp. after the NO vote landslide, really violent protests are not out of the question.... maybe even an old-fashioned revolution.

Negative rates have led to Euro borrowing to finance leveraged carry trades. Each time negotiations derailed, traders cut their exposure which generated inflows back into Euro and it went up.

During the Greek crisis, the ECB was probably also maintaining some form of price stability through shadow OMO to prevent a panic sell off (which also neutered Greece's Euro destabilization card).

Now that a deal is in the pipeline, longer term baseline fundamentals of Central Bank policy and Purchasing Power Parity will probably come back into play. The fundamentals haven't changed on ECB QE / FED rate hike divergence. The trade a lot of people were probably imaging looks more like USDJPY, where risk off sentiment led to a safe haven unwind. What fundamental reason does Euro have to go up with QE and bailout costs weighing on it?

It's typically priced based on sentiment metrics of Central Bank Policy language, not actual implementation. By the time that rolls around a lot of the move will be priced in. One way sentiment is measured is through implied volatility of shorter term rate option swaps.
