I've been trying to figure out if and how ECB would likely to act.
Because rate cuts reached their end of line, I think any ECB action would have to be something non-standart. Right from there its not likely.
Then you have money markets that behaved surprisingly well during this Yellen post-FOMC period. This is very important for the ECB and it will weight on a wait-and-see attitude.
You have core-inflation at 0.8% from 1.0% while only headline was at 0.5% with energy costs driving it.
Peripheral countries are the main contributors for headline low inflation, and ECB sees that as a adjustament not downright deflation.

ECB action triggers muted means that if ECB takes action it would cause credibility problems, as it would need to market this decision somehow. For example, as a preventionary measures or something like that.

I don't see it happen, although I believe he will do some explicit threats to counter any hawkness from the meeting.
Price we will be trading close to 1.39 after all of this is done

One thing ECB has in favor to act now, is the surprise element, he does have a history to act when surprise element reaches a high level as it creates more impact, and gives a two-way flow on directional bets. That is always a risk.

While I have been burned by Draghi in recent months, I will say that nearly 100% of material I have read today ALL of it says that without a doubt the ECB will do absolutely nothing. No policy change, no adjustments no nothing. Its definitely the first meeting of the year with low expectations.

Sentiment is somewhat one sided at the moment on this event risk.

Yes I agree. ECB would have to violate their triggers that set up in January for it to act and that would be a credibility issue. That is too much to risk on energy driven low inflation.

Although its possible he will counter this on explicit threats to stop the exchange rate going higher, given how positioning is and the expections are for a higher move on euro, a liquidation of these longs would be a big sell-off.

I do take issue with the fact that they write it off as "energy related" price declines. The energy is price in USD.... so its the exchange rate thats somewhat responsible there along with movements in energy prices.

As long as they are grasping for excuses to do nothing, its tough to short EUR.
