We are definitely going to see 1.4x, but it will probably not happen before a dip lower.

My next key low to buy a dip is an oversold condition between 1.3685 and 1.3490 on the H4 charts

Price did not make it all the way up to almost 1.39 for nothing. The cycle will complete to flush out the crowds.

PT I know this has probably been answered somewhere and I missed it, but why is the red resistance line more dominate than the blue one? Thanks

Because it is a newer cycle structure.
It is also supported by the fact that the 3 wave move up will end in that area as a proper AB=CD harmonic structure... just like the major move up before it in 2010/2011

So a more balanced structure can overide a longer trend line? I am still trying to get a handle on EW. Thanks for your help.

Although it also applies to EW in many cases, an AB=CD harmonic structure is considered basic Price Action and applies to many theories and methods.
This is why it works consistently. Consider a 123 reversal pattern, or even the head and right shoulder of an H/S pattern... or even a normal stepped trend within a channel.
