As I understand it, ACA has noothing to do with Government funding.

If the US blocks the budget, what is the impact on EURUSD...part of my brain says Euro would rise as dollar is weakened by all this melarkie, other part says USD could be seen to rise as a RISK OFF event ? Is there any wisdom as to how the outcome impacts the pair.

Also...is the market currently priced in "Failure" to agree ?

For now probably no impact at all.
There will be impact if it's gonna take weeks.
