From the minutes:

However it further states that the tapering will be based and relies solely on positive data in coming months...

So the US needs pretty continuous solid data and big drops in unemployment in order for this to even be remotely possible

Tapering won't even happen this year. The fed is just saying ambiguous shit so the markets don't overreact.
