Thank you for your e-mail of November 19, 2003, on the issue of Iraq and weapons of mass destruction. I regret the delay in replying to you.
Canada decided not to participate in military action against Iraq. We always made it clear that Canada would have required the approval of the United Nations Security Council (UNSC) if we were to participate in a military campaign against Iraq. At the time, we worked very hard to bridge the gap in the UNSC and find a peaceful solution to the impasse. Our decision not to participate in military action did not however, mean that we held any illusions about the brutality of Saddam Hussein or his regime.

Canadian assessments of Iraq’s weapons of mass destruction (WMD) and missile capabilities were based on the reports provided over the years by the United Nations Special Commission on Iraq, the United Nations Monitoring, Verification and Inspection Commission, and the International Atomic Energy Agency of their verified findings. Canada was long concerned by unanswered questions regarding Iraq’s unaccounted stockpiles and its WMD and missile development programs.

That is why we supported the United Nations inspection process, demanded Iraq account for stockpiles it claimed destroyed, and supported the United Nations establishing an effective system of ongoing monitoring and verification.

Casts Doubt on VX Gas Claims

Not only has the US strong-armed, threatened and wiretapped Security Council members in order to exact support for a new UN Resolution for war with Iraq, President Bush and Prime Minister Blair have based their argument for war on claims that have been shown to be exaggerated, fabricated, incomplete or clearly untruthful. This document provides information that other claims about Iraq WMD, including VX gas, are dubious at best.
Three recent examples of US/UK claims found baseless include Dr. El Baradei’s March 7 revelation that the documents furnished to the IAEA purporting to show an Iraqi attempt to purchase uranium from Niger were forged; his demolition of Secretary Colin Powell's (and President Bush's) frequently repeated claim that Iraq had purchased aluminum tubes to restart its nuclear program; and the Prime Minister Blair’s plagiarized dossier scandal this past February.
The Research and the Researcher
The plagiarism was discovered by Dr Glen Rangwala, respected analyst and lecturer in politics at Newnham College, Cambridge University. (Dr. Rangwala’s documentation re the plagiarism is here.)
Dr. Rangwala was able to recognize Blair’s 10-year old primary source document because of his work maintaining a continually updated online analysis of those Iraqi weapons, programs and missiles proscribed under Security Council Resolution 687. His analyses are based on US and UK governmental reports compared to UNSCOM, IAEA, UNMOVIC, IISS and related official sources, and include fully sourced citations with hot-links to the original documents or scholarly articles related to those documents.
Although the entire file is highly revealing, Dr. Rangwala’s analysis of Iraq’s VX gas takes on special importance given Secretary Powell’s recent insistence that Iraq still retains substantial quantities of VX gas, is thus in violation of UN Security Council Resolution 1441 and must be attacked forthwith. Most recently, Secretary Powell, 5 February 2003:"It took years for Iraq to finally admit that it had produced four tons of the deadly nerve agent, VX. [...] UNSCOM also gained forensic evidence that Iraq had produced VX and put it into weapons for delivery. Yet, to this day, Iraq denies it had ever weaponized VX. And on January 27, UNMOVIC told this council that it has information that conflicts with the Iraqi account of its VX program."

Evaluation (Rangwala)
1998, UNSCOM found VX degradation products on missile warheads, indicating that Iraq had stabilized VX sufficiently and had managed to weaponize it (in contrast to the Government of Iraq's own claims). Two factors would indicate that the 1.5 tons of VX nerve agent no longer exist in operational form.
Firstly, Iraq claimed that this quantity of VX was discarded unilaterally by dumping it on the ground. VX degrades rapidly if placed onto concrete (see this report of 15 November 2002). In accordance with Iraq's claim, UNSCOM tested the site at which the VX was reportedly dumped. UNSCOM's January 1999 report states in Appendix II, paragraph 16:
"Traces of one VX-degradation product and a chemical known as a VX-stabilizer were found in the samples taken from the VX dump sites."
However, from this information alone, UNSCOM was not able to make "a quantified assessment"; that is, they were not able to verify that all 1.5 tons of the agent had been so destroyed.
Iraq provided further material from late February 2003 to substantiate its case, material that is currently being assessed.
Secondly, VX, even if stabilized, degrades. The IISS strategic dossier of September 2002 records the status of VX produced before the Gulf War: "Any VX produced by Iraq before 1991 is likely to have decomposed over the past decade [...]. Any G-agent or V-agent stocks that Iraq concealed from UNSCOM inspections are likely to have deteriorated by now." (pp. 52 and 53).

A Defector’s Testimony

As further indication of Iraq’s compliance, see Dr. Rangwala’s analysis of the 1995 UNSCOM/IAEA interview (transcript here) with Gen. Hussein Kamel, the former director of Iraq's Military Industrialization Corporation in charge of Iraq's weapons program. (Analysis at http://middleeastreference.org.uk/kamel.html ) Gen. Kamel, a son-in-law of Saddam Hussein, defected to Jordan in August 1995 with his brother Col. Saddam Kamel, at which point he turned over crates of documents revealing past weapons programs to UNSCOM.
In the interview (pages 7-8, 12 and 13), Kamel states categorically, "I ordered destruction of all chemical weapons. All weapons - biological, chemical, missile, nuclear were destroyed" (p. 13). He insisted that“nothing remained” of the biological program, that the production facility was turned to other uses, that he “made the decision to disclose everything so that Iraq could return to normal" (p.8) and that “we gave insturctions [sic] not to produce chemical weapons" (p.13).
Dr. Rangwala points out:
"Despite the significance of these claims, it was not known that Kamel made this assertion until February 2003. Kamel's claim was first carried on 24 February 2003 by Newsweek, who reported that Kamel told U.N. inspectors that Iraq had destroyed its entire stockpile of chemical and biological weapons and banned missiles, as Iraq claims (Newsweek, 3/3/03). Newsweek reported that the weapons were destroyed secretly, in order to hide their existence from inspectors, in the hopes of someday resuming production after inspections had finished. The CIA and MI6 were told the same story, Newsweek reported."
However, these facts were "hushed up by the U.N. inspectors" in order to "bluff Saddam into disclosing still more,” according to Newsweek.
CIA spokesman Bill Harlow angrily denied the Newsweek report. "It is incorrect, bogus, wrong, untrue," Harlow told Reuters the day the report appeared (Reuters, 24 February 2003).

The Significance of Hussein Kamel

Dr. Rangwala notes that Kamel's departure from Iraq was the major turning point of the inspections saga. As UNSCOM said in their final substantive report, " the overall period of the Commission's disarmament work must be divided into two parts, separated by the events following the departure from Iraq, in August 1995, of Lt. General Hussein Kamal" (see 25 January 1999 letter to U.N. Security Council, Enclosure 1, para.12).
Kamel's defection has been cited repeatedly by President Bush and leading officials in both the UK and US as evidence that
(1) Iraq has not disarmed;
(2) Inspections cannot disarm Iraq; and
(3) Defectors such as Kamel are the most reliable source of information on Iraq's weapons.
Yet the US and UK continue to insist that VX is still an issue of Iraq’s disarmament in PM Blair’s statement to the House of Commons on 25 February 2003; President Bush’s speech of 7 October 2002 speech; VP Dick Cheney’s speech on 26 August 2002; and Secretary Powell's 5 February 2003 presentation to the UN Security Council in which he claimed, "It took years for Iraq to finally admit that it had produced four tons of the deadly nerve agent, VX. A single drop of VX on the skin will kill in minutes. Four tons. The admission only came out after inspectors collected documentation as a result of the defection of Hussein Kamal, Saddam Hussein's late son-in-law."
Dr. Rangwala concludes:
The above quotes from President Bush, Prime Minister Blair and Secretary Powell refer to material produced by Iraq before the 1991 Gulf War. The administration has cited various quantities of chemical and biological weapons on many other occasions -- weapons that Iraq produced but which remain unaccounted for. All of these claims refer to weapons produced before 1991. According to Kamel's transcript, Iraq destroyed all of these weapons in 1991.
[ …] If Kamel is to be taken as seriously as the UK and US administrations have previously held him to be, then his claim that "[a]ll weapons - biological, chemical, missile, nuclear were destroyed" should be taken seriously.
Regarding Iraq’s cooperation prior to 1998, Dr. Rangwala noted that “Non-cooperation was recorded in only 5 out of 427 inspections in the round before inspectors were withdrawn on the request of the US; those 5 instances resulted in minor delays, not inspection refusals,” as detailed by UNSCOM in their reports of October 1996, April and October 1997, and December 1998, (See Dr. Rangwala’s April 2002 paper, "A Threat to the World?: The facts about Iraq's weapons of mass destruction" at http://www.arabmediawatch.com/iraq/reading/artgr6.htm )

We are providing this information to you in the hope that you will be able to use it to refute unsubstantiated claims made by Messrs. Bush and Blair regarding the presence of large quantities of VX Gas in Iraq. We believe this material underlines the effectiveness of the weapons inspectors in finding and destroying weapons of mass destruction, which is the purported reason for a pre-emptive attack on Iraq.

The research file provides similar analysis of all element of Iraq's weapons and weapons programs. In each instance, the claims made by US and UK officials fail to stand up to the actual findings of the UNSCOM, IAEA and UNMOVIC inspectors from the close of the Gulf War to this date. I then decided to have one more try at it by writing the following email with links to the research.

This forwarded Email with hot links to the researched information and
material provides a good source for background on Iraq's weapons of mass
destruction.

The original email of March 11, 2003 was used in order to send it to the
British MP's who were against the war in Iraq. Unfortunately they were
not able to overcome the support that Prime Minister Blair got from the
British Tories in the UK Parliament.

Yesterday to my great sadness and I am sure to the American soldiers who
accidentally killed those women and children by shooting at them when
they didn't stop. The American soldiers thought they were another wave
of suicide Iraq combatants.

Sadly their deaths and all those who have needlessly died for no good
reason other than the immoral and bankrupt policies of the US
Government. Tony Blair and George Walker Bush bear the responsibilities
of their actions. G-D will judge them as the Pope stated before this

of Canada ask the Canadian Government as represented by the Liberal
Party Of Canada and Prime Minister Jean Chretien, answer a question
about the chemical agent, VX, one of Iraq's weapons of mass destruction.

From the research that I have read in the attached files, as Dr Glen
Rangwala has so clearly pointed out.You can refer to VX for yourself by
clicking on it in the Index of Dr Glen Rangwala's research file attached
in the forwarded email with hot links to the material, I conclude that
whatever VX that the Iraq Government had was produced prior to 1991,
with the assistance of the US and UK Government. The VX produced was
estimated to be about 4 tons maximum but it could have been much less
than that. Iraq never publicly disclosed how much of the VX was used
against Iran during their conflict for political reasons. The accepted
quantity of VX that may be left at present time is 1.5 tons as is often
mentioned by the US and UK Governments.

In the research of Dr Glen Rangwala, he states based on the information
contained in the public records of UNSCOM, IAEA and IISS that VX degrades. So in all likelihood even if Iraq still holds some VX, since
the best scientific minds say that after 12 years at the most, any VX
left would have lost it's potency. It is quite clear to me that since
Iraq produced it's VX prior to the first Gulf war in 1991, that 12 years
and more have passed since the Iran-Iraq war, that when the American and
British Government talk to the world about the great danger Iraq poses
to the world with it's 1.5 tons of unaccounted for, VX that they are not
being truthful. Surely the CIA most also know this.

For Americans reading this, I would like to see someone ask US Senator
Jay Rockerfellow of West Virginia,to ask the FBI to also ask President
Bush and his administration, are they aware of the VX potency after 12
years issue. Since Senator Rockerfellow has already asked the FBI to
investigate why President George Walker Bush used information concerning
Iraq's nuclear capability that was obtained from Nigeria. Fortunately
the world learned through the UN inspectors report of March 7, 2003 that
the information used by President Bush in his State Of The Union speech
of January 2003 was not valid in that the documents used as background
was forged. George Tenet of the CIA decided that these documents were
questionable, however President Bush still choose to use this
misinformation in his State Of The Union Address.

Maybe Helen Thomas, a great and courageous US citizen and White House
reporter might like to ask Ari Fleisher during the daily press briefing
at the White House how long does VX gas retain it's potency ?

I won't feel responsible for the next child murdered in Iraq because I
know that since March 7, 2003 at 11:52 PM when I started this research
and information project with my two good American writer friends, that I
have given my all to try to prevent the war. Unfortunately I have failed
in that task. However I am not willing to stand idly by and watch more
Iraq children and their mothers and fathers including American and
British soldiers lose their life for reasons that are only truly known
to the American and British Government of President George Walker Bush
and Prime Minister Tony Blair.

May G-D bless us all and give us added strength and wisdom to find a way
to stop this unjust and unauthorized war. The UN failed to stop the war.

Will we also fail ? I hope not because if we do, their will be another
victim. The great nation of The United States Of America, a friend to
Canada and Canadians as Canada has been and still is to America. America
is now in grave danger of losing their position in the world, as holder
of the world's only reserve currency, the US dollar. The Euro is
starting to take over that position as nations such as Iraq and North
Korea already use the Euro as their reserve currency. Iran is thinking
about converting to the Euro from the US dollar. Russia in the last six
months has reduced their holding of American dollars from 70% to 50% ,
replacing the 20% with the Euro and putting 10% of their reserves in
gold. It should be noted that since 1971 when President Nixon untied the
US dollar to gold, for the first time in American history.

The Clinton administration had a strong US dollar policy that was
directly responsible for the stock market bubble through the assistance
of the Federal Reserve led by Alan Greenspan. When President Bush took
power in January 2001, American interest rates were 6%.
They now are 1.25%. The Fed is in a jam now. If they raise interest
rates now, the massive American housing debt bubble crashes. If he
lowers the rates it will exacerbate the decline of the US dollar.
If the US dollar falls to 85 cents to the Euro as many world economists
have predicted, inflation will reign again as never seen before. Since
gold is the only thermometer of inflation, since 1971 America has had no
instrument to alert American's to the reality of inflation. If the great
debt bubble of the American Government and it's citizens collapses then
there is deflation. So the US Government as stated by Fed Governor
Bernake during a November 2002 speech, "The US Government has a secret
weapon, it is called a printing press" That is the real reason that the
US dollar has declined from $1.08 to the Euro in December 2000 to the
point where today positions are reversed and it is now $1.08 to the US
dollar in favor of the Euro. The US dollar is in great danger of going
the way of the German mark during their war when they hyperinflated away
their mark currency. The US Government needs the help of the world each
day to the tune of 1.5 Billion dollars each day to support their dollar.
If the world decides to start switching over to the Euro as it seems to
be doing now, the US dollar will collapse and the unfortunate end of the
United States as a world power will begin to happen.

You may ask yourself why am I telling you all this ? I will now answer
you. The real reason for this Iraq war in my honest opinion is not Iraq
oil per say. However by getting control of Iraq's oil wells, the 2nd
largest oil reserves in the world, the US Government will be able to
lower the price of oil, reduce Opec's influence on higher oil prices.
Allow the US and Japan to have cheaper oil for their economies, Russia
as a oil exporter, has a cost of oil to produce of about $18.00 dollars
a barrel. Cheap oil is bad for their economy. Also by lowering the price
of oil to levels of $12.00 or so, the Opec nations receive less revenue
due to the effecttive breaking of the Opec Cartel. In conclusion this
war is not about oil. It is about the dismantling of Opec and thus lower
oil costs for the American economy. It is about who controls the world's
reserve currency, The US or Europe. It is about PNAC as stated by
members of the US Government. This is public information. People such as
Vice President Dick Cheney and Secretary Of State, Donald Rumsfeld and
Mr Pearle have convinced President Bush of the correctness of the PNAC
"Pact For A New American Century"

History and G-D will be the judge of our actions.

Last Tuesday saw the release of Federal Reserve’s latest Federal Open Market Committee minutes which brought a halt to the current stock market bull rally. The reason? From Seeking Alpha:

On April 3, 2012, at 2:00 p.m., the Federal Reserve Board and the Federal Open Market Committee (FOMC) released minutes of the committee meeting held on March 13, 2012. Gold fell about $35 immediately. Silver, oil, bonds and stocks and other commodities all fell. The U.S. dollar rose.

A large number of market participants were expecting QE3. Such investors were neither paying attention to the strong economic data that has been released over the last five months nor were they reading statements from the Federal Reserve.

Quantitative Easing 3, which would be the third installment of monetary base expansion since the financial crisis in 2008, is being craved by Wall Street as it would mean another injection of cheap money. As the following chart by Ed Yarni demonstrates, the stock market has been kept afloat by mad money printing since 2008:

Chart 1 shows the year-over-year percent changes in monetary financial institution (MFI) credit. Private MFI credit is made up of the sum of loans and securities of commercial banks, savings & loan associations and credit unions. Total MFI credit is private MFI credit plus assets on the books of the Federal Reserve, i.e., Fed credit.

Notice the dip in total credit, which includes Fed credit, and the subsequent dip in private credit at the very beginning of 2011?

A virtual decade of money printing in the face of falling asset prices (often called the Greenspan Put) has warped the financial sector into a literal easy-money junkie. Today on CNBC, author Harry Dent humorously described this dynamic as “a market on crack only wants more crack”

Bernanke may be holding out on QE3 for the time being but as the minutes reveal, he and the rest of the FOMC members stand ready to print should the need arise:

In their discussion of monetary policy for the period ahead, members agreed that it would be appropriate to maintain the existing highly accommodative stance of monetary policy. In particular, they agreed to keep the target range for the federal funds rate at 0 to 1/4 percent…

If the stock market should continue its downward trend or the economy begins once again to turn south, there is no doubt whether Bernanke will intervene. Central bankers have one thing and one thing only at their disposal: the printing press. None of this goosing through printing comes without a cost though as the price at any given gasoline station proves.

Many predict that despite persistently rising food, commodity, and energy prices, QE3 will arrive come June when the FOMC meets again.

The latest stock market sell off is another sign of the vast control just a few men have over the economy. With so many words, Bernanke and co. can literally dictate how markets around the world will act.

Keynesians and statists, for all their praise of democracy and “rule by the people,” make no protest over a few unaccountable planners running the nation’s money printer. Their collectivist rhetoric is masked by an overwhelming desire for societal control and totalitarianism. This is why the likes of Paul Krugman never elude to the true origins of the Federal Reserve or the fact that new money is always funneled through the big banks they claim to despise. They cry foul over a few wealthy businessmen running the show but simply want them replaced with intellectual superiors fully cognizant and in tune to the need of millions even if, as Friedrich Hayek wrote, such men don’t and can’t exist.


The cure for any recession is for market actors to rediscover natural prices; including the price of money. Central banking apologists hold disdain for such an unrestrained and seemingly chaotic process. But it is in fact the centralized planning these constructivists endorse which creates distortions and chaos in the markets. Bernanke has thus far been credited in the press with saving the world in the wake of the financial crisis when, in effect, all he has done is zombify a banking sector already addicted to cheap liquidity.


When the next crisis comes (and it most definitely will), his supporters will be just as clueless to the cause as they were in the fall of 2008.

That was a great speech. I also listened to it a few times. Was it really done 70 years ago ? It is meant for today. I could deliver that speech. Where are the leaders with courage in the USA and Canada ?

Until the rising reserve powers of Asia, Russia and the Gulf regain trust in the shattered credibility of the world’s two great fiat currencies - if they ever do - gold is unlikely to crash far or remain in the doldrums for long. `Peak gold’ cements the price floor in any case.

It has been an unsettling experience for late-comers who joined the gold rush near all-time highs of $1923 an ounce last September. The slide has become deeply threatening since the US Federal Reserve took quantitative easing (QE3) off the table six weeks ago - or appeared to do so - and signalled the start of a new tightening cycle. Spot gold ended the pre-Easter week at $1636.


“The game has changed,” says Dennis Gartman, apostle of the long rally who now scornfully tells gold bugs that he is just a “mercenary”, not a member of their cult. “They genuflect in gold’s direction; we merely acknowledge that it exists as a trading vehicle and nothing more. There are times to be bullish, and times to be bearish … to every season, as Ecclesiastes tells us.”


Gold has risen sevenfold from its nadir below $260 in 2001, that Indian summer of American hegemony, when the 10-year US Treasury bond was the ultimate “risk-free” asset , and Gordon Brown ordered the Bank of England to auction half its metal.


The stock markets of Europe, America, and Japan churned sideways over the same decade, and that precisely is the clinching argument against gold for contrarian traders. You avoid yesterday’s stars like the plague. “Gold is far too popular,” said James Paulsen from Wells Capital. It has reached a half-century high against a basket of indicators: equities, treasuries, homes, and workers’ pay.

There are two implications to this: central banks will have to keep printing money for a long time, and the Asian surplus powers - as well as Russia and the Gulf states - will have to find somewhere to park their growing foreign reserves.

“These countries don’t want other peoples’ paper promises any longer,” said Peter Hambro, chair of the Anglo-Russian miner Petrovalovsk. “There is no sign yet that we are returning to a well-balanced and normal financial system. The ECB is accepting bus tickets as collateral and the only way out of this debt and banking crisis will be inflation in the end.”

Russia is raising the gold share of its reserves to 10pc, buying the dips with panache. China is coy, but Wikileaks cables reveal that Beijing is eyeing “large gold reserves” to back the internationalization of the renminbi.

China’s declared gold reserves of 1,054 tonnes are tiny, though it may be accumulating on the sly. Sascha Opel from Orsus Consult expects Beijing to boost its holdings by “several thousand tonnes” over the next five years to match the US stash of 8,000 and the Euro zone’s 11,000.

We do not know whether China’s central bank or wealth funds suffered a 75pc haircut on Greek bonds -- as Norway’s petroleum fund did -- but they are undoubtedly nursing large paper losses in other Club Med bonds, and the precedent for EMU sovereign default is now established. The Euro zone has become a danger zone. Rules are not upheld. Some bondholders are spared, while others are not.

Last week’s jump in Spanish bond yields to 5.61pc - from 4.9pc a month ago - should puncture the illusions of those such as France’s Nicolas Sarkozy who think the EMU crisis has been solved. The stock line in Berlin, Brussels, and Paris is that premier Mariano Rajoy has needlessly stirred up trouble by refusing to abide by Spain’s original fiscal targets, but the contraction of the Spanish economy had made the targets meaningless. To adhere to such demands would have been criminal.

CONCLUSION:

As for the US, its economy in uncomfortably close to stall speed, and real M1 money has levelled out over the last four months. The underlying pace may not be much more than 1.5pc. The US Economic Cycle Research Institute (ECRI) is sticking to its recession call, describing the warning signals as “pronounced, persistent, and pervasive.”

We will see what happens as markets prepare for the “massive fiscal cliff” at the end of the year - as Ben Bernanke called it - when stimulus wears off and a tax rises kick in automatically, and as the delayed effect of Brent crude at $125 feeds through.

Fed hawks are making much noise, as they did in the Spring of 2008, but Goldman Sachs says they will be forced into QE3 whatever they now hope, probably in June. Hence its call that gold will rally to fresh highs of $1940 over the next year.

Interest rates are falling in real terms as inflation creeps up, and that may be the biggest single driver of gold prices. “Even without QE3, the Fed is still ultra-accommodative and they are about to reverse this,” said James Steel, HSBC’s gold guru.

Mr Steel said the “marginal cost” for mining gold is around $1450. That is when miners leave low-grade ore in the ground and weaker producers shut down. It creates a natural floor of sorts. Besides, `peak gold’ is a more immediate reality than `peak oil’, he said. There has been no equivalent to the shale revolution seen in oil and gas. World output has been stuck for a decade at around 2700 tonnes a year despite a fourfold increase in investment. There are no great finds, no Wittwatersrand this time.

There will come a day then the bullion super-cycle finally sputters out. My guess is that it will come once Europe’s monetary system has returned to a viable footing - either by real fiscal union, or by break-up - and once China’s RMB becomes fully convertible and takes it place as the third pillar of the world’s currency system. We are not there yet.

It was just the tip of the iceberg. We're talking about last week's move by Zijin Mining Group to launch a $299 million bid for Norton Gold Fields, which operates the Paddington goldmine near Kalgoorlie.

There was some surprise expressed at this. While Chinese companies have been snapping up bulk and base metals projects around the world, it was generally thought they had little interest in picking up gold projects.
Think again. A very reliable source close to several gold companies tells us Chinese interests are not only taking stakes in explorers and miners, they are also buying gold directly from producers and shipping it home.

There is much talk in gold bug circles in the United States that the recent purchase by the Bank of International Settlements of more than 4 tonnes of gold may have been wholly or in part on behalf of the People's Bank of China.

Our source is quite clear on one thing: The move on NGF is just the beginning. China wants more gold and it doesn't want to pay full market price for it (as it doesn't for any mineral) so it will be looking to pick up more Australian gold producers and add the yellow metal to its existing central bank gold pile.


Not something the Perth Mint will be happy to hear.

Chinese interests took control last year at Laverton-area goldminer A1 Minerals, now renamed Stone Resources after its Hong Kong parent.
That parent took an unsuccessful lunge also at Crescent Gold. Last year a Chinese consortium spent $US79 million on a 17.7 per cent holding in Gold One International.

Chinese interests spent $80 million to buy the controlling stake in Australian-owned Zara gold project in Eritrea and Yunnan Tin owns 12.3 per cent of YTC Resources, which is developing the Hera goldmine near Cobar in New South Wales.

And Sovereign Gold, which featured here two weeks ago for uncovering long lost shafts on the Rocky River-Uralla goldfield in northern NSW, has subsequently signed up partner Jiangsu Geology & Engineering to pay $4 million to buy 30 per cent of two tenements.

Killing the golden goose that lays the golden egg

In the first quarter of 2012 we have seen a few high profile criticisms of the gold standard. Reading them back now, and considering it’s Easter time, I was reminded of a famous fable.

‘The goose that lays the golden egg’ is a fable in which a farmer and his wife are fortunate enough to have a goose which day after day produces a golden egg. The eggs are produced regularly and therefore the couple could rely on this source of income.
However, one day the couple became greedy and convinced themselves that because of the nature of the eggs which the hen laid, there must be a lump of gold inside of her. So, like all greedy people who are impatient, they killed her. Only to find, there was no lump of gold.
“Killing the golden goose” is now a popular British saying which is used when a short-sighted action destroys something which is profitable.
This could almost be a modern day fable for the gold standard. Governments claim the gold standard reduced flexibility when it came to monetary policy – for example it would not allow them to alleviate problems in tough times, ‘boost growth’ or spend in emergency times.
By killing the gold standard and abusing what was left – the paper money and the confidence in the monetary system – the government have been left with a worthless chicken which will not last forever.
Killing the Gold Standard goose

Last month when Ben Bernanke discussed the gold standard in his speech at George Washington University, Business Insider excitedly declared he had ‘just murdered the gold standard.’ They have no idea just quite how literal they were being.

Of course, as many have now pointed out, Bernanke’s arguments against the gold standard were nothing more than the usual Keynesian or Monetarist propaganda. However his justifications for ‘murdering’ the gold standard were nonsensical. For instance, he claimed the gold standard had never really worked since WWI, but this was when the Fed was set up and the Gold Exchange Standard, a bastardised variant pursued and manipulated.

Claims by Mr Bernanke that the economy was far more volatile during the days of the gold standard is not ground-breaking new stuff. But the number of fiat supporters who use this argument whilst losing half of their memory is quite impressive. Before the both the Federal Reserve and government manipulation of the gold standard there are no records of hyperinflation all records of hyperinflation, according to Bernholz, occurred after 1914 (apart from the French Assignats). Critics also seem to forget the Great Depression, the inflation of the 1970s, various crashes between the 1980s and 1990s across the world, and of course the current crisis which the Fed and other central banks are muddling their way through.

Since the closing of the gold window ‘the rules of the fiscal game have been profoundly altered,’ (Stockman, 2011); Dollars can now be printed ad infinitum and as a result the can US import cheap goods (devaluing dollar should benefit US exports, not imports) from other countries and export price inflation. Due to this Dollar-centric system, the US has now seen ’33 years of continuous, deep current account deficits at 3-5% of GDP – external deficits which have now accumulated to more than $7 trillion since the 1970s,’ (Stockman, 2011).

Under the Classical Gold Standard, it was impossible for one country to trade with another who did not buy in turn; however, clearly this control is now gone. Western economies such as the US and UK have experienced deindustrialisation and an expansion of credit. The Dollar, according to the Economist, is punching ‘above its economy’s diminished weight in the world. America’s share of global output (20%), trade (only 11%) and even financial assets (about 30%) is shrinking, as emerging economies flourish.’ The UK is now the most highly leveraged Western nation – we owe 5 times more than we earn each year, whilst the US public debt burden has climbed from $293bn in 1961 to $15.6 trillion and counting. Yet both countries continue to be told how much better the economic outlook is looking.

Meanwhile the dollar, the euro and the pound have all dropped by at least 3.5% against gold in the last quarter.
How do we bring back the golden goose?

When the farmer and his wife killed their golden goose, they did so not just out of greed but for want of control. They wanted to be able to control how much gold they had, rather than relying on the steady egg production of the goose. This is similar to the gold standard which was destroyed because government wanted control. Prior to this gold had been chosen by the collective wisdom, endeavour and dealings of the market, because it was a free and safe currency. The market had democratically opted for gold, and silver, as the optimal forms of money.

Detlev Schlichter makes an excellent point when it comes to debates on the gold standard vs. fiat money, they focus on history more than on the economics. History tells us what did happen, but never what must happen. Schlichter suggests that for the debate to move forward we must bring our opposing economic views to the fore, he believes it all comes down to one question; “For a functioning market economy, is it better to have a type of money whose supply is inelastic or one whose supply is elastic?” This may not be surprising; a market economy looking to a money that is most often chosen by the market.

It now seems some countries are beginning to acknowledge the benefits of an inelastic resource and are taking advantage of the growing price of gold as the money supply of Western currencies also grows. Perhaps the golden goose isn’t dead after all…

Fed Chairman Bernanke speaks at the opening dinner of the Atlanta Fed conference.

Every word he utters on Monday night will be parsed.

He is supposed to take some questions that have been pre-sorted or screened. This forum gives him an opportunity to offer an updated view of monetary policy after digestion of the weaker than expected employment report.

The greenback strengthened broadly earlier in the week after the minutes of the Fed’s March meeting indicated that policymakers will refrain from launching a third round of easing unless the rate of economic growth falters or inflation drops below the central bank’s 2% targeted rate.

In the week ahead, investors will be eyeing a speech by Fed Chairman Ben Bernanke on Tuesday for any indications on what the future direction of monetary policy may be.

In addition, market participants will be watching developments in the euro zone, amid ongoing concerns over the threat of contagion from Spain.
Ahead of the coming week, Forexpros has compiled a list of these and other significant events likely to affect the markets.

Also Thursday, the U.S. is to produce official data on the trade balance, as well as government data on producer price inflation and initial unemployment claims.

Friday, April 13

The U.S. is to round up the week with official data on consumer price inflation and a preliminary report by the University of Michigan on consumer sentiment, a key gauge of consumer spending. Fed Chairman Bernanke is also due to speak later Friday.

Hi,

I've been working for the last year or so for an earthworks firm in Alice Springs, Central Australia.

We were always looking for "good" work in the mining sector - creating the infrastructure for new mines. Last year, nearly all the projects available were for new gold mines in the Northern area of the NT and in the Tanami desert area. The interesting thing was that all the ones we found out about were for Chinese interests. Usually they had a "local" managing company, but the money and direction for the work was direct from China, so they have had a serious interest in this area for a while.

Bank”

At the same time as the piggy banks have been raided, coincidentally, a new financial instrument came to the fore.

The “

DERIVATIVE”. This market did not exist to any great extent more than 10 years ago. It has now mushroomed to around a $200 Trillion (yes, I said trillion!) global notional
value market. Greenspan has spoken often in favor of not regulating the derivatives market. He has lauded the derivatives market as allowing players to efficiently spread risk and, therefore, bring great benefits to companies.

When anyone talks about the virtue of derivatives it is always in the context of risk. But given the above discussion of a society that is the Raiders of the Last
Piggy Bank we can look at it differently. A derivative is a contract between two parties that requires one party to do something IF a certain triggering condition is met. If the condition is not met the contract expires and the purchaser of the contract will have paid the price of the contract
for nothing in return. This is a bit like the insurance on your house. If your house burns down the insurance company pays you the value of the house, if it doesn’t then you have paid the premium for nothing in return.

If we are raiding the Piggy Banks of the world and stocks of everything are being drawn down what better than to delay issuing items from the stockpile? “Don’t take a barrel of oil, or a ton of copper, or an oz of gold, or a bar of silver from our stockpiles. If you really don’t need it now why don’t you take this piece of paper that says you can have X amount of item Y if the price of Y reaches a certain level?” What an excellent way to ration precious supply of anything. Just issue a conditional I.O.U. and hopefully the condition won’t be met and they won’t come back and ask for delivery. And even if it is met maybe it can be rolled over into another derivative contract.

This is why derivatives have mushroomed. They are a way to delay the day when the Piggy Bank is empty. It will be unfortunate for the derivative holders that they will get nothing except perhaps a stack of paper that can’t be spent for at least an hour while the ink dries on it, by which time it
may well be worthless anyway!

When I play golf with my son he agrees to bet a dollar per hole. I know he only has nine dollars in his Piggy Bank. He knows that too. When we reach the ninth hole and he owes me the princely sum of $9 he offers me a derivative contract to ration the supply from his Piggy Bank. He says
“OK! Double or Quits”. He has delayed the draw down on his Piggy Bank for another 9 holes. If he wins the next 9 holes he lives to fight another day keeping his $9, if he loses he will have to default on half of the payment. The leverage of doubling my winnings makes the derivative
contract very attractive instead of pocketing the nine dollars. In making the second bet was my son reducing the risk of having to pay $9 dollars or simply delaying the draw on his Piggy Bank?

The fact that derivative contracts have soared while stocks of everything have been drawn down suggests to me that the real use of derivatives is to delay delivery of anything from shrinking stock piles.

We are in a generational bull market in all commodities. Stockpiles are being drawn down but derivative instruments are being used to mask the real situation; to delay the day when delivery is demanded. Gold and silver are the premier commodities and this is where fortunes will be made
in the bullion itself and in the shares of unhedged miners who extract it from the ground.

Benny Speaks On Monday - There was conflicting information. Now on with the show.

Forexpros - The euro fell against the dollar on Monday as the greenback reversed Friday's losses amid bottom fishing, brushing off a weak U.S. jobs report that fueled sentiment the Federal Reserve will inject the economy with fresh liquidity to spur more economic growth and hiring.

In Asian trading on Monday, EUR/USD was trading at 1.3077, down 0.15%, up from a session low of 1.3067 and off from a high of 1.3104.

The pair was likely to find support at 1.3052, Friday's low, and resistance at 1.3233, Wednesday's high.

On Friday in the U.S., the Bureau of Labor Statistics reported the economy added a net 120,000 nonfarm payrolls in March, well below market expectations for a gain of around 203,000.

The government revised February’s payrolls to 240,000 from 227,000, but cut January's figure by 9,000 to 275,000.

The numbers rekindled talk the Federal Reserve will consider stimulating the economy by buying bonds from banks, pumping liquidity in the system to keep interest rates low and encourage investment and job creation.

Such sentiments sent the dollar plunging on Friday, although the greenback later regained its strength after the market digested the jobs data over the holiday weekend, with many pointing out the Fed likely won't change monetary policy over one jobs report.

The euro, meanwhile, was down against the pound and down against the yen, with EUR/GBP trading down 0.14% at 0.8238 and EUR/JPY down 0.40% and trading at 106.47.

On Monday, markets in Switzerland, the eurozone and the U.K. will remain closed due to the Easter holiday, while in the U.S. Federal Reserve Chairman Ben Bernanke is due to appear in public.
