Juncker, others expect agreement Monday
-- Public-sector participation, Greek debt reduction to 120% of GDP still open questions

BRUSSELS -- After months of haggling and heartache, the euro zone looked set Monday to push ahead with a new, enhanced rescue deal for Greece that will avert--at least for the present--the threat of a potentially catastrophic default.
Finance ministers from the 17 euro-zone countries kicked off talks Monday to sign off on a deal worth at least EUR130 billion that will slash Greece's debt burden and allow it to stay in the euro zone, albeit under a degree of external control and scrutiny never witnessed in Europe in modern times.
Jean-Claude Juncker, Luxembourg's prime minister and chairman of the Eurogroup--the body grouping the euro zone's 17 finance ministers--said he is optimistic that a deal would be reached Monday.
"I'd like to assume that we will come to a final and definitive agreement tonight," Juncker said on arriving at the European Union council building. "Greece has fulfilled all the prior commitments that we asked of it."
But as finance ministers were heading into the talks Monday, several points still remained to be settled, including the question of whether the European Central Bank and national central banks would allow their holdings of Greek bonds to be written down and how to enforce Greek compliance with the deal on a day-to-day basis.
"It's still open as to how far the public sector can participate in the total solution," Juncker said.
Striking a more hawkish tone, Dutch Finance Minister Jan Kees de Jager said Greece's creditors should have "permanent" representation in Athens to oversee Greece's tax collection and government spending in return for the new aid.
"When you look at the derailments in Greece, which have occurred several times now, it's probably necessary that there's some kind of permanent presence of the troika in Athens," de Jager told reporters, referring to the country's official lenders--the European Union, the ECB and the International Monetary Fund. "Not every three months, but more permanent."
The idea for the troika to have permanent representation in Athens came originally from Germany, the euro zone's biggest paymaster. However, German Finance Minister Wolfgang Schaeuble sounded a softer note upon arriving, saying only that he believed a "mutually acceptable solution" was possible.
French Finance Minister Francois Baroin appeared confident final questions on the Greek bailout would be settled Monday.
"All the pieces are on the table, now we just need to fit them together," Baroin said on his way into the meeting. "We have today all the elements to get to an agreement."
Over the past week, the Greek government has reportedly fallen into line with a number of demands from its creditors, finding an extra EUR325 million in budget cuts after slashing the national minimum wage by 22%, and many pensions by 12%.
Meanwhile, Germany also appeared to scrap an idea to withhold part of the bailout. With a EUR14.5 billion debt maturity looming on March 20 for Greece, officials worried that holding back part of the aid would send a negative signal to private investors and potentially discourage them from participating in a voluntary restructuring of Greek bonds. The consequent risk of a disorderly default is one many officials said they remain keen to avoid.
But one crucial stumbling block still needs to be removed for a deal to be completed: Greece's sharp economic contraction in the past two years has left it further than ever from being able to service its debts. The new debt-sustainability analysis by Greece's official lenders sees Greece's debt still at 129% of gross domestic product by 2020, even after a EUR100 billion write-down of the debt currently in private hands.
That is above the 120% ratio seen in the previous draft of the rescue plan, and far above what most economists consider to be sustainable in the long term. And the new plan rests on the assumption that Greece's economy will grow strongly from 2014, as the reforms outlined in the rescue plan restore its competitiveness.
The IMF has contributed nearly a third of Greece's bailout funds to date, but has warned it won't contribute any more unless it is assured that the country's debt is sustainable.
So negotiations Monday are likely to focus on how to squeeze more debt forgiveness out of Greece's creditors. Officials say that a working group already agreed over the weekend to cut the interest rate on tens of billions in euros in loans from Greece's first bailout package.
But the IMF estimates that that will only cut 1.5 percentage points off the debt-to-GDP ratio by 2020. To bridge the rest of the gap, both the IMF and euro-zone governments want some contribution from the ECB and national central banks, which hold an estimated EUR55 billion to EUR60 billion in Greek debt outright.
The ECB and national central banks have refused to accept any loss on their holdings of Greek bonds, saying this would be equivalent to financing budget deficits by printing money. Instead, the ECB has offered to pay out to national central banks all the profits it makes on the bonds. This profit could then be transferred to governments, which could subsequently take the necessary political decisions on granting debt forgiveness.
Agreement on official-sector participation will also determine the final wording of the massive debt exchange under which private investors are being asked to write off half of their EUR200 billion holdings, Juncker said. However, he added that "the final size of the program mustn't exceed EUR130 billion."
Schaeuble said clarity was still needed on these issues before a final agreement on the Greek bailout could be reached.
"We need final clarity on private-sector participation, and on a program that assures that Greece by 2020 won't exceed a debt level of about 120%" of GDP, Schaeuble said on his way into the meeting.
The parties appear to have largely resolved what threatened to be another stumbling block: two German-inspired demands aimed at ensuring that Greece implements at home what it promises in Brussels.
Euro-zone officials say Greece has accepted that future aid will only be released into an escrow account, stopping its access to the money unless it keeps up its interest and repayment obligations.
Under the second demand, the troika would gain some form of permanent representation and participation in the Greek government. Greece has protested that this is an unjustifiable surrender of sovereignty. Although it appears ready to accept some form of closer supervision, it is still baulking at the notion of permanent representation, euro-zone officials say.
Schaeuble said that an agreement has been reached in principle on the escrow account but the euro zone still needs to find a way to ensure that Greece implements agreed reforms.
"I think that we will find a mutually acceptable solution," he said.
De Jager also stressed the importance of channeling future bailout payments through a blocked account that would give priority to debt servicing over other government spending.
"It is very important for the international community that when you loan money you are the boss of loaning money," De Jager said. "I'm in favor of an escrow account."
He also pointed out that Greece still needs to pass legislation that would enshrine in law its promises to the creditors.
The two points of permanent monitoring and tighter control over the bailout funds set a new landmark for the willingness of the euro zone to intrude on member states' traditional fiscal rights. The finance ministers of both Belgium and Ireland, as they arrived, both warned of the need to respect Greece's sovereignty.
Euro-zone finance ministers may also discuss ideas to boost the lending capacity of the region's firewalls beyond a cap of EUR500 billion but no decision is likely to be reached on this matter, which Germany still resists. The ministers will be joined by their EU colleagues from non-euro-zone nations for a second day of talks Tuesday that are expected to focus on new proposals to bolster economic governance rules and preparation for a meeting of finance officials from the Group of 20 industrialized and developing nations this weekend.
The Eurogroup is also due to nominate who will replace Jose Manuel Gonzalez-Paramo on the executive board of the ECB when the Spaniard's term ends in May. Luxembourg central bank Governor Yves Mersch is seen as the likeliest successor.
