He said the head of the Eurogroup, Jean-Claude Juncker, on his arrival at the Brussels summit. '' We still have to decide the total amount of the second program - he said - but we can not exceed 130 billion euros.'' Approval of the plan there 'optimism but, he added,'' we must still determine which measures the public can' bind the global solution. And it remains to clarify the final details of the participation of the private sector''.
