I also got the same trade but just a little different. Mine took the trade at the close of candle #2 or the open of Candle #3, these mean the same to me. I see yours was just a little later into candle three than mine was, you can tell by the candle clock, mine is at 15:00, start of new candle #3. The TDI did cross on candle #1, but the slope was 0.2 as calculated from the previous candle and candle #1. So even though you had a cross on #1 the EA did not have slope confirmation until the close of candle #2 when the slope was calculated as 9.6, and thats where I got the trade signal. Why yours was a little later into candle #3 I don't know without being in front of the chart when this was all going on. One of the triggers must not have been met. Also was this durring an active period, seems like a long delay but it takes Tics to run the EA and it only calculates on each Tic, probably not that much of a delay between Tics or was there anything else delaying information or was the CPU doing something else, just some ideas without being in front of the screen at the exact time this was all happening I can only guess.

To get quicker Trades when TDI crosses you can set "UseDynamicTDIentry" to true and you will get in at the exact moment a TDI cross happens if all the other conditions are met also. You will probably see more trades open at the Close of #2 - Open of #3. But you will also get some at Close of #1 - Open of #2, it just depends on all the conditions being met at the Close - Open time of the candle. By going to "Dynamic" as stated above, you will not have to wait for a new candle to open, it will take the trade durring the candle if all conditions are met when the TDI crosses. BigE waited for the Open of a new candle to make his trade, right after the Close of the previous candle, and thats what the EA does to avoid any false trades.
In this case if you expand out the chart and look at the slope of the red and green lines you will see they are both almost flat, when it crossed on #1 the slope was only 0.2 as stated above, so it was probably waiting on the slope. If the Green line was below the Red line and approaching up at a steep angle when it crossed you probably would have gotten the trade at the close #1 - Open #2.
