We have hit the 1st price level where I expect to see a reaction. If it breaks 1.3710, next target is 1.3612-1.3654.

Don't get excited by a 50 pips move down after a 1000 pips move up. Don't start eyeing for really low target, one step at a time
Trend is clearly bullish, buying dips is still the "safe" strategy.

It was 70-90% expected move (nothing is ever 100% on Forex), but so far I don't see it very much lower.

from a supply/demand point of view, how would you evaluate the time we spend around 3800. is it negligable because of bank holidays or some other reasons?

It is not the current time we spent at this level, but at previous times that is more important, unless you take confirmation trades. The longer it spends at a level, the weaker it is. Think of it like chopping down a tree. I don't care about bank holidays, low volume or anything else... just price!

Short term buyers are lacking gusto in my opinion, a move above 3760/65 would change that in my view. I remain short, looking for 3700/05
