How to use the 9/20 EMA setup effectively

The second indicator does not screen for trend, a simple close above or below the 9-EMA as shown by the tags.

Any thoughts, comments, suggestions?

DRV as a play of higher rates killing the housing market due to the Fed trying to stop Inflation.
