Can't really agree with that. Sometimes the business can come up with mutually beneficial solutions. Of course in general the rule is just as you describe it - each intermediary add the costs.
However, let's look at it this way. IB is a well known provider of brokerage services, yet I've heard that some customers really hate their support. Others dislike it for some other reasons.
It can happen so that some other company is eager to become a partner for IB on this matter. They get discounts from IB and resell the service at the price that can be found fair enough for them to meet the ends.
Even if they do more service for little money, they still get some benefits in terms of marketing. I.e trade.com offers subscriptions to their algorithmic strategies, etc. that they can sell along with DMA.

CySEC website says they regulate Trade.com so yeah, its regulated.

i wouldn't have been surprised if both brokers had the same owners, LOL. In fact the more I trade, the more I have a vision of the market as of some OLymp where gods fight their wars, drink their wine and do their business.

Ahahah, I've known plenty traders with similar beliefs and my personal faith sometimes gets shaken at the times of dispair too. Yet, in general I believe that the marke is an ocean where each of us can catch our Big Fish.

Still hoping to get mine LOL
I registered a demo here about a year ago. Later switched to the other broker with live account. Now I'm thinking about getting back to trade.com with a live account this time. The executions were horrible there. Hope works better with tradecom.

Executions will be worse than you've had with demo account, be prepared for that. Nevertheless having tried some brokers too, I think Trade.com has got some good stats for possible latency and slippages.

I don't run HFTs or other robots to keep track of exact numbers. I mean that would have been just a wastge of time in my case. If someone here knows the exact numbers - I'd love to hear them too.
Moreover, I use 1H timeframes and limit entries. So for executions I'm only bothered about stop-loss slippages that are possible.

Well, the opinion might be a bit subjective, nevertheless...
I've worked with 3 other brokers and with all of them I exepected to have 5-20 pips slippages as I normally place my stops below or above major supports and resitance levels that are quite visible to other market participants. With Tradecom my stop losses still slip from time to time, but not that bad. 2-3 pips under the same circumstances.

I recently switched to live account from demo and can confirm that the difference is not as great as I could have expected. There is some latency, but I guess its normal.

Some latency measured in miliseconds is normal, true. The most important thing is for the broker to use true market data and execute orders with valid liquidity providers, whithout interfering in the process and manipulating the historical quotes.
