I use only the WRB with 3 bars/candles definition, i.e that Weekly bar/candle must be the largest of the 3 bars/candle.
I do this for medium to long term swing trading. This helps me identify when there is an end to a current 'trend' or swing and the market type condition has changed.
Your identification of the EURUSD W1 WRB is correct and it shows a potential sideways market type condition until there is a major breakout.
With that W1 WRB High - Low, I use that a support and resistance and we can trade in between this High-Low. We can trade H4 the same way like the OP used to, i.e. there must be a REVERSAL CANDLE setup and to be confirm with e TDI signal.

we have a sell setup and with target TP at the low of the WRB.

If you meet the TDI entry rule it doesn't much matter where the 5 ema is in relation to the 1st two candles...
