Your arrowed bar does not cross the buffer line and so no trade is opened (no indi trade arrow shown). Time moves on your CZ box criteria are met again (28 bars x 26 pips) and so a new CZ box is drawn (this is fine because there has not been a trade opened on the previous CZ), which includes your arrowed bar (within the CZ. The CZ box moves down a little bit to include this arrowed bar). Eventually, you have a bullish breakout (crossed the buffer) out a trade is entered and the CZ box is now static.
It looks to me like everything is working correct.
