The ECB was set to publish its consolidated financial statement on the Eurozone at 15:00 London/10:00 EST (http://www.ecb.int/press/weekly/html/index.en.html).
maybe this his explains the spurious rumour calling for the ECB to make an announcement regarding bank recapitalizations at 17:00 London/12:00 EST. We have yet to see any confirmation for such an announcement.

A little coincidental that today I have seen funnies discussing how Bankia will go to the market for capital... Na, not havin' it. The agreement has almost undoubtedly gone through, and now it is a question of how best to hide the fact.
