Try the attached EA. It will display the seconds (with milliseconds) between the current tick and the previous tick (for the last 5 ticks). This should give you some ideas for your needs. I showed 2 different ways of getting the time - I think the GetLocalTime API call is more accurate.
Of course, given the way MT4 threads new ticks, you will always miss some ticks.
