That's one big reason I bought land in TX rather than AZ or CO. In TX, you own the water that comes out of the wells. They might meter you, but with ag on the surface, it's measured in acre feet rather than gallons.
In the other states, someone else owns the water under you, most likely. Water farming is going to be an increasingly valuable commodity business.
