Is this even needed anymore?

I'm using a snippet of code I found elswhere and the compilier is telling me "function not defined".

I can't find anything about it in the help or on mql4's website.

strToUpper is a user defined function, look below the start() function at the end of the code window to see the defined function in the location or .mq4 file you found this usage.
