Japan and the United States faced new pressure to confront their swollen budget deficits as the IMF and rating agencies demanded more evidence they can bring their public debts under control.

The International Monetary Fund said the G7's two biggest economies needed to spell out credible deficit-cutting plans before the markets lose patience and dump their bonds.

On Friday, Japan's Prime Minister Naoto Kan vowed to push ahead with tax reforms aimed at curbing the country's debt, but an uncooperative opposition and divisions within his own party on policy make the chances of success slim.

"The important thing is to maintain fiscal discipline and ensure market confidence in Japan's public finances," Kan, who took over in June as Japan's fifth premier since 2006, told parliament's upper house.

Ratings agency Standard & Poor's cut Japan's long-term debt rating on Thursday for the first time since 2002, and hours later Moody's Investors Service warned the risk of the United States losing its top AAA rating, although small, was rising.

Bond markets reacted calmly, but the latest warnings about the colossal liabilities piled up by the two countries raised fears of rising borrowing costs that could hamper attempts to restore fiscal discipline and consolidate a fragile recovery.

U.S. stock index futures dipped on Wednesday as a strong reading on the labor market failed to convince investors to add to gains a day after the Dow and S&P advanced to their highest close in about 2-1/2 years.

U.S. private employers added 187,000 jobs in January, more than forecast, according to a report from ADP Employer Services.

"This suggests that the jobs momentum is going the right way, and it makes me more optimistic for Friday's payroll report. But it isn't such a blow-out number to allow us to add to gains," said Michael Yoshikami, president and chief investment strategist at YCMNET Advisors in Walnut Creek, California.

S&P 500 futures dropped 2 points and were above fair value, a formula that evaluates pricing by taking into account interest rates, dividends and time to expiration on the contract. Dow Jones industrial average futures were off 11 points, and Nasdaq 100 futures fell 2.75 points.

The Federal Reserve Bank of New York bought $8.87 billion in Treasury debt on Thursday, part of the Fed's second round of quantitative easing, and includes purchases made under a previous program to reinvest cash from its maturing mortgage-related holdings back into Treasurys. Dealers offered the central bank $23.519 billion in debt maturing from 2016 to 2018.

Since the program began in August, the Fed had bought $362 billion through Wednesday, according to Morgan Stanley. Treasury prices pared losses after the buyback. Yields on 10-year notes (UST10Y 3.51, +0.03, +0.81%) , which move inversely to prices, rose 6 basis points to 3.51%.
