Sept. 30 (Bloomberg) -- Federal Reserve Vice Chairman Donald Kohn said tight credit, low inflation and slack demand for labor and products mean the central bank can keep interest rates at around zero “for an extended period.”

European Central Bank president Jean-Claude Trichet warned EU governments Wednesday that the public will be unforgiving if authorities don't provide a stronger financial system. Trichet's comments came a day before the 27-nation bloc hammers out major new reforms. Finance ministers from each country will hold talks Thursday and Friday about a new financial oversight framework for Europe, moving forward from a pledge that the world's G-20 rich and developing nations made last week to not allow a return to banking as usual.

A prestigious art museum in London is under fire for their decision to display a nude photo of a 10-year-old Brooke Shields that critics and child advocates fear will be a "magnet for pedophiles."

The image, titled 'Spiritual America,' is the work of Richard Prince and shows the young actress naked from the knees up, wearing make-up and covered in oil. She is looking directly at the camera. The Tate Modern decided to display the image in their 'Pop Life: Art In a Material World' show after seeking legal advice and have moved the piece to a separate room that warns visitors of its "challenging imagery."



'Spiritual America' is actually a 1983 photograph of a 1975 photograph taken by artist Gary Gross, who hired Shields as a model and claims he had her mother's consent. She tried unsuccessfully to buy back the negatives in 1981, before Prince incorporated it as his own. A judge ruled her as a "hapless victim of a contract."

Children's advocates reacted to the Tate's decision with shock. Michaele Elliott, founder of Kidscape, told the Telegraph he felt Shields was being exploited. "She could not have given informed consent to it being used," he explained. "It must be bordering on child pornography. It is certainly not art."

He continued, "If you are using a picture of a naked child to bring people to your exhibition, then you are exploiting that child. It's as if they are using a 10-year-old girl for bait. I find it disturbing and they should be ashamed of themselves. And putting the picture in a room with a warning outside really is a magnet for pedophiles."

Toyota Motor Corp. said Tuesday it will recall 3.8 million vehicles in the United States, the company's largest-ever U.S. recall, to address problems with a removable floor mat that could cause accelerators to get stuck and lead to a crash. The recall will involve popular models such as the Toyota Camry, the top-selling passenger car in America, and the Toyota Prius, the best-selling gas-electric hybrid.

Toyota said it was still working with officials with the National Highway Traffic Safety Administration to find a remedy to fix the problem and said owners could be notified about the recall as early as next week. Toyota spokesman Irv Miller said until the company finds a fix, owners should take out the removable floor mat on the driver's side and not replace it.

"A stuck open accelerator pedal may result in very high vehicle speeds and make it difficult to stop a vehicle, which could cause a crash, serious injury or death," Miller said.

Toyota and the government issued separate warnings to owners of Toyota and Lexus vehicles about the safety problems tied to the floor mats.

"This is an urgent matter," Transportation Secretary Ray LaHood said in a statement. "For everyone's sake, we strongly urge owners of these vehicles to remove mats or other obstacles that could lead to unintended acceleration."
