1 pip profit

is there a system on any time frame that is good for at least a 1 pip profit per signal? spread being between 1 and 2 pips. I'm thinking there's got to be a system that even on the worst whipsaws it will move at least 3 pips for a 1 pip profit with a low spread. Even if it is on a higher time frame (like 1hr)

Look at what happened on March 18. There was a 200 pip movement in 1 minute. I don't think you'd be able to recover from that.
