How does a forex chart works and moves prices.Lets say that the FED increases its interest rates and the USD goes up:in this case the computer didnt know on its own that the FED increased its rates so how could it calculate the price movement.The chart doesnt have a brain of its own

He's obviously asking a beginner's question and such questions warrants some attention nonetheless so let's help the guy out.

Price data is a product of supply and demand as well as at times, broker's descretion (e.g., spread / spread widening). All brokers are responsible for providing realistic, reasonable quote data based on tabulation of all orders received and real world conditions. What we retail investor does in forex hardly cause any effect to price by the way, its mainly the banks and major investment firms, we're just going along for the ride. if you look at charts from different brokers, you'll notice they're not exactly the same. but more or less similar. So all calculations are at the data providers end, we as the client just receive.

Live price quote data is being streamed from your brokerage firm's server or data provider to your client software platform. The platform you use, be it MT4, Protrader etc, use this data to generate the charts as it is. assume no further calculations were done at our end (client). so its more of a, "you give me this price at this time, I record and plot this price at this time" relationship. and the product is the chart that you see.
