Don't know. I just know that some NY mafia families run operations in these two states. Also there are a lot of drug cartels in Miami and the keys. The street dealer is busted and sent to prison. The cartel and mafia millionaires are busted and sent to club med. Thats the difference between white collar and blue collar. The white collar cartels take their profits and try to find other avenues of income so some of them get busted for a small tax fraud or rental housing violation then pay a fine and never see the inside of a cell.

April 1 (Bloomberg) -- The euro fell the most in nearly two weeks against the dollar after UBS AG reported a first-quarter loss of $12 billion, raising concern European bank finances are deteriorating.
The British pound and the Swiss franc also declined after UBS said it's seeking additional capital and Deutsche Bank AG, the world's largest foreign-exchange trader, said it expects an additional $3.9 billion of writedowns. The yen fell against the dollar after the Bank of Japan's Tankan survey showed a decline in business confidence.
``UBS refocuses the market on the idea that there are likely further negative shocks to come,'' said Simon Derrick, the London-based chief currency strategist at Bank of New York Mellon Corp. ``Clearly, this is not purely a U.S. story. It's global, so the euro is sliding lower.''
The euro declined to $1.5679 at 10 a.m. in London, from $1.5788 late yesterday in New York. It also fell to 157.09 yen from 157.40. The yen slid to 100.19 per dollar from 99.69. The euro may drop to $1.56 this month, Amikura forecast.
The dollar completed its worst quarter in four years against the euro yesterday. The Federal Reserve has cut its target interest rate by 2 percentage points this year to 2.25 percent to revive economic growth. The European Central Bank has held its key rate at a six-year high of 4 percent after inflation accelerated to the fastest pace in almost 16 years.
Ospel Steps Down
The U.S. currency rose to $1.9779 against the pound today from $1.9837, and climbed to 1.0035 versus the Swiss franc from 0.9931. Zurich-based UBS also said today Chairman Ospel will step down, to be succeeded by General Counsel Peter Kurer.
``UBS's losses are a bit bigger than expected,'' said Kenichi Yumoto, a senior dealer in Tokyo at Societe Generale SA, France's second-largest bank by market value. ``The markets immediately sold the euro against the dollar and yen.''
The euro may fall to $1.5680 today, Yumoto said.
The yen fell for a second day against the dollar on speculation Japanese investors are sending more money overseas in search of higher returns in the fiscal year starting today. The Bank of Japan's Tankan survey showed business confidence slipped to a four-year low last month, giving policy makers more reason to cut interest rates this year.
The currency declined to 9.8228 per Korean won from 9.9333. It weakened to 57.1633 versus the Brazilian real from 56.6417. Japan's benchmark rate of 0.5 percent is the lowest in the industrialized world.
`Weighing on Yen'
``New capital outflows from Japanese individual investors are weighing on the yen on the first day of the fiscal year,'' said Yuuki Sakurai, general manager of financial and investment planning in Tokyo at Fukoku Mutual Life Insurance Co., which manages the equivalent of $41.5 billion in assets. ``They are not investing in Japan as the nation's rates are too low.''
The yen may fall to 100.30 a dollar today, Sakurai forecast.
Japanese investors were net buyers of 185.6 billion yen ($1.9 billion) of overseas securities in the week to March 22, according to the Ministry of Finance in Tokyo.
The Tankan's headline index of confidence among large manufacturers dropped to 11 points in March, from 19 in December, the Bank of Japan said today in Tokyo. The median estimate of 30 economists surveyed by Bloomberg was for a decline to 13 points. A positive number means optimists outnumber pessimists.
Bank of America Corp. predicted the Bank of Japan will lower rates in June, a change from the bank's previous forecast for the Bank of Japan to keep rates on hold this year.
Investors see a 55 percent chance Japan's central bank will reduce its key rate to 0.25 percent by year-end, according to calculations by JPMorgan Chase & Co. using interest-rate swaps.
Central Bank Bets
The Dollar Index traded on ICE futures in New York, which tracks the currency against those of six trading partners, rose to 72.136 from 71.802 yesterday. It dropped to a record of 70.698 on March 17.
Dollar bulls are in retreat after the currency's biggest quarterly drop against the euro since 2004 and the largest slump in almost a decade versus the yen.
The dollar will likely gain 1.6 percent to $1.55 per euro and remain little changed near 100 yen by the end of June, according to the median estimate of 40 analysts and economists surveyed by Bloomberg. At the start of 2008, they expected the dollar to strengthen to $1.48 per euro and 110 yen.
Deutsche Bank, the world's largest foreign-exchange trader, and Royal Bank of Scotland Group Plc cut their estimates last month as global credit market losses climbed above $200 billion and reports signaled the U.S. economy may be shrinking.
`Recoupling'
Barclays Capital, the fifth-biggest currency trader, predicts the U.S. currency may strengthen as a slowdown in the world's largest economy spreads to other regions, weakening their currencies.
``Global growth is recoupling to U.S. growth and other central banks will have to start to play catch-up in terms of rate cuts,'' said David Forrester, a Singapore-based currency economist at Barclays, which forecasts the dollar to gain to $1.50 per euro in three months.
Gains in the dollar may be limited before a U.S. report today that may show manufacturing contracted in March at the fastest pace since 2003. The Institute for Supply Management's manufacturing index probably fell to 47.5 last month, from 48.3 the previous month, according to a Bloomberg News survey.
``The dollar's upside looks heavy,'' said Takuma Kurosawa, global markets treasurer in Tokyo at HSBC Bank, a unit of Europe's biggest lender. ``There are fairly established expectations for U.S. economic data to underperform.''
The dollar may fall to 99.20 yen today, Kurosawa forecast.
