my question is: She do not have a bank account? and if she already open an account with ICM for example ... how she can transfer money to fund her account? what is the solution?

Solution is opening a GCash account. Or open online banking with Union Bank. Every Filipino here knows GCash they also give debit card with it. She can use that to open account with brokers. And deposit to the debit card with GCash.
