No quite true, stop losses contain very little liquidity so its not the stops they are after.
What they are doing is encouage smaller traders to open up positions to favour their bias. Its the market orders they are attracting, not the limit orders (stops).
The actual amount of liquidity in a stop pool is only 5% of the liquidity obtained in the big move to get to that spot. They would go broke if it was the stops they were after.
