DislikedYou don't understand, probably will never do even if I stay here hours explaining. Look! PayPal is not in a Charity Business. Paypal charges a fee to sellers not to Buyers. When Buyers ask for a refund PayPal by default will refund Buyers in full, but sellers can make only a partial refund. PayPal never return to sellers the fee they have paid. So, in order for Buyers to receive the full refund the Sellers have to pay the difference from their own pocket. I think you did not understood as well that Paypal does not charge a fee on the refunds!!!!!...Ignored
If what you are saying is true, and Paypal hit your initial payment with a fee before the firm ever received their funds, then that means that the firm never received your full payment to begin with, so they were only obligated to send back what they actually received. So your issue should have been with Paypal, not the firm.
