Well, I got that number from several analysis across different timeframes.
On the weekly, 30ema is drawing price to it which is around 1.145xx- 1.14000 area
On daily, from the pics below , the trendline is around that area too.
On 4hrs, that's 161.8 fib zone.
Keep in mind that we just had a bearish engulfing month... That alone is change of direction in favor of bears. This current month should draw in bears to drag this thing down, besides We have a lot of speeches this week so expect volatility to increase.

Around 1.1410, EMA200 and 38%fib.
We still find levels around or just below 1.15 super attractive to enter long EUR/USD positions from.

yo i gotta question, how much of an impact do speeches actually have on the price? is it better to try to predict price action before hand, or to just wait it out entirely? or just be quick fingered when something gets announced?

It depends on the impact of the news. What people does is they set up buy limit and sell limit with TP and SL 1 minute beforehand. In the event the graph goes bullish, close the short entry and just trail the SL and TP. Vice versa. Go watch some guide and tutorial.
If supportive pa around 1.1720 keeps working my 1.1755 target might be achievable.. Intraday bulls have the upper hand for now..

Shorts should wait, until 30min closes below 1.1724. This is the last hr of this 4hr. If this 4hr closes below 1.1736, then it might reached the high of the day. If it isn't, I see retracement between 1.1751 - 1.1755.
