To buy now before a rate decision might be risky? Look at the calendar forecast, IF the data for the USD stays positive we will see a weaker EUR. And the Brexit mix?
Even Price action is still red?

Trend is still DOWN?

90% factored in I believe, it was anticipated rate hikes was in favour like the previous ones, however it’s only going up in quarters and no where near 2.5-3.5 where BOC classes as the sweet spot

tight SL in such data i'm not sure your broker will respect it. if you dont have any CAD open since some time and in consistent profit why then to add stress now with new entries just before the rate?
