I think the low "recidivism rate" in Norway might have a lot to do with them setting up ex-cons with good jobs when they leave prison. In the states, they'd have a hard time finding decent jobs again and would be tempted to go back to their old ways. Some might even prefer a cushy prison life, over living on the streets or enduring a dead end job.
But good for Norway. I'm glad it's working for them.

Probably at tops maybe 145 Miles per hour, that is if the headers have been bored out, and some modifications have been done like the Carburetor and rear end adjustments. The thing is with American muscle cars is they were never designed to be performance agile say like at Lemans or Porche test track in which the European cars could easily out perform. They were always built for drag racing. The Barracuda that I had could go the quarter miles in less than 12, and had it at the high 11's after modifying the rear end with a planetary ball for more torque! That being said, it was the Ford GT 40 that changed all of racing history with their revolutionary design especially when they beat out Ferrari at Lemans!
