Comment:
Fuel prices has dropped significantly last month as clearly shown on the market and the effect clearly shown on the last Retail Sales number. Thus, the estimate PPI is negative. But removing the cost of Food and Fuel (aka core), it is estimated to be positive.

Why it failed to rally the USD
1. Traders did not believe the result and ignored it completely.
2. Some traders compared the data and realized that the positivity was due mainly to Fuel. Secondly, PPI for Sep and Oct were negative; Nov's PPI is seen as coming out from a slump and therefore, the effective PPI is low.
